Kentucky DOC Release Paths
Kentucky Department of Corrections institutions are statewide state-prison and contracted or local-bed systems. A person can leave confinement through parole, mandatory reentry supervision, sentence expiration, a court action, or transfer. Leaving the prison gate does not always end the sentence. Parole and mandatory reentry are community supervision statuses, while discharge means the relevant sentence or supervision has ended.
Fulton's local-state overlap is unusually important. An August 2025 DOC snapshot of FCDC counted many Class D and controlled-intake inmates. A release report can name Fulton County Detention Center as the releasing location even though the event belongs to Kentucky DOC. Therefore, choose the system by legal custodian, not by the building name alone.

Confirm Kentucky DOC Release
Kentucky Online Offender Lookup, or KOOL, accepts a name and aliases. Advanced fields include DOC and PID numbers, supervision status, location, county of supervision, conviction county, offense, institution start, supervision begin date, and projected release date range. Use a number or combined identity fields for a common name.

- Open the detail and match birth date, aliases, convictions, and location.
- Read the exact status, sentence fields, and supervision dates.
- Check the matching dated DOC Daily Releases PDF.
- Confirm a major date with DOC or the assigned supervision office.
KOOL receives daily updates, but DOC warns that information newer than 120 days may not be finalized. “Parole Recommended” in a Board table is not a physical release time. A future supervision end date is not proof of completed discharge. Preserve the official label.
Kentucky DOC Date Labels
The KOOL search uses “Projected Release Date.” A detail may separately show “Minimum Expiration of Sentence Date (Good Time Release Date),” Expected Time to Serve, Parole Eligibility Date, and Maximum Expiration of Sentence Date. These are not synonyms. The minimum or good-time date reflects credit assumptions, eligibility marks when consideration may occur, and maximum expiration is the outer endpoint.
Sentence credits under KRS 197.045 can change after programs, conduct decisions, prior-custody corrections, or forfeiture. Kentucky DOC Records Contact
The DOC open-records page is the formal route for a release or discharge document, available sentence-calculation record, final status and date, releasing location and type, or offender photograph. Include the DOC or PID number and a narrow date range. The page states $0.10 per released page and a response within five days excluding weekends and legal holidays under KRS 197.025.
That period may end with inspection access, a reasoned denial, notice that the record is unavailable, or an expected availability date. KRS 197.025 also permits corrections-specific limits, including security-based withholding. A missing or withheld record should not be rewritten as proof of release.

Fulton DOC Supervision Trail
After a state release, check KOOL for Parole, Probation, Mandatory Reentry Supervision, supervision begin and end dates, and the assigned district. Fulton County belongs to Probation & Parole District 1 in the Western Region. The published statewide office list should be checked for updates before travel because assignments and addresses can change.
The Kentucky Parole Board makes parole decisions. The DOC Division of Probation & Parole supervises people in the community. Those roles are distinct. A Board action, a physical release report, a KOOL supervision record, and a district verification can all describe different stages of the same transition. VINE adds notification and event information for state facilities. It can report a transfer or release event, but it is not the official sentence calculator. If a VINE event and KOOL conflict, ask DOC to resolve its own transaction rather than choosing the more convenient result.
Fulton DOC Release Evidence
The dated DOC Daily Releases series typically shows DOC number, name, release type, and release location. It is a strong state-event source and can include FCDC as a location. It does not list every local bond-out, dismissal, or brief county detention. Match the DOC number back to KOOL.
No state institution is physically located in Fulton County. This facility-map page therefore represents the statewide DOC system serving Fulton residents and state inmates housed in local beds, not a fictional local prison. For a county-only booking, return to Fulton County Detention Center.
Kentucky DOC Identity Checks
Match state records before accepting a release claim. Begin with DOC or PID number. Then compare full name, aliases, birth date, conviction county, offense, institution start, and last location. A photograph is secondary because it may be absent or tied to an earlier admission.
Conflict often reflects a change in legal control. Removal from the Fulton roster plus Active Inmate in KOOL can mean state placement. A VINE release plus Parole in KOOL can mean release from confinement into supervision. A proposed parole date beside a prison location can mean processing is incomplete.
When the detail is thin, request the precise release, discharge, or sentence-calculation record. Name the date, type, and location needed. Retention and online display are separate, so removal from KOOL does not itself prove destruction or discharge.
KOOL Status After Release
For someone who has physically left prison, KOOL status and supervision fields can be more useful than location alone. Public examples demonstrate Parole and Mandatory Reentry Supervision, along with supervision begin and end dates, district location, and an ABSCONDED flag. Absconded means an alleged supervision problem. It does not mean discharge and may lead to a warrant, hearing, or revocation.
Use Supervision Status and County of Supervision filters, then open the detail. Compare DOC or PID number, convictions, and identity fields. Contact the listed Probation and Parole office if the entry is stale or contradictory. A future end date is scheduled information, not proof that supervision ended without a later change.
The Kentucky Parole Board and Division of Probation and Parole perform different tasks. The Board decides parole. The Division supervises people in the community. A Board recommendation can precede release, and conditions, detainers, rescission, processing, or recalculation can intervene. Confirm the physical event through a DOC release record.
Kentucky DOC Release Calculations
KRS 197.045 governs Kentucky sentence credits. Its framework includes qualifying prior-confinement credit, specified education or treatment credits, and forms of discretionary credit, all subject to conditions and exclusions. Misconduct, new convictions, sentence aggregation, and credit corrections can move a date. Treat the public detail as the current state calculation rather than a promise.
KRS 439.3401 contains restrictions for offenders within its enumerated violent-offender definition. The often cited 85 percent rule cannot be applied just because an offense sounds violent. The offense, date, judgment, sentence type, statutory definition, and applicable version matter. The DOC calculation and court judgment are stronger than an informal estimate.
Parole eligibility also differs from release. Eligibility means the Board may consider the case. A hearing date, eligibility list entry, or proposed release date does not show that a person left confinement. Check the Board action, KOOL status, and dated release transaction together.
Fulton DOC Reentry Contacts
Kentucky DOC publishes a Fulton-specific reentry layer in Region 1. Dara Tinsley is listed for Probation and Parole reentry in Fulton and nearby western counties, while Candace Harper is listed for county-jail reentry covering Fulton and Christian. These contacts help route transition questions but do not certify release, assign a final status, or replace a supervising officer.
Verify the current Region 1 page before relying on a name or number because assignments can change. For status, use KOOL and the district. For the physical event, use DOC or FCDC. For a final Board decision, use the Parole Board record channel.
DOC Record Reconciliation
When a Daily Releases row and KOOL detail appear inconsistent, compare the DOC number, release type, location, and access date. The PDF is a dated transaction report, while KOOL is a changing status display. Both may be correct at different moments. Ask DOC for the underlying release or discharge record if the distinction affects the answer.
KOOL is not Fulton County's historical booking archive. A local bond release may never create a useful DOC result, while a state offender in an FCDC bed may appear in both systems. Before closing the search, decide whether the Jailer or Kentucky DOC had legal custody at the event being verified. Then request the dated transaction from that custodian, preserve the response date, and compare the stated release type with the live KOOL status before describing the outcome.
