Fulton County Release Meanings
A release from Fulton County Detention Center means FCDC ended its custody event. The person may have posted bond, completed time, received a court order, entered probation, moved to parole or mandatory reentry supervision, or transferred to another authority. “Released from FCDC” does not always mean unrestricted return to the community. The receiving agency and release code matter.
The elected Fulton County Jailer operates FCDC. The Sheriff is a separate county officer. Jail booking and release questions should start with FCDC, not the Sheriff. Removal from the live roster proves none of these choices by itself. It only shows that the current display no longer returns the person.
Fulton County Release Record
The release record should be tied to the correct booking. Start with the person’s full name, aliases, local booking number, approximate admission date, and case number. Ask for the existing release sheet or transaction rather than an informal summary. If a code appears, request its definition. A transfer code must not be rewritten as community release.

A court order can precede the building exit. Staff may still review identity, other cases, detainers, and transfer instructions. For “when did the person leave FCDC,” use the facility timestamp. For “why was release authorized,” use the signed court or Parole Board record.

Request Fulton Release Records
Call FCDC at 270-236-2405 and ask for the records custodian and current submission method. The Jailer’s office is listed at 2008 South Seventh Street, Hickman, Kentucky 42050, while the detention building’s official site uses 2010 South Seventh Street. Those addresses should not be treated as interchangeable mailing instructions. Confirm routing before sending a request.
- Name the person and provide the booking number, case number, and approximate dates when known.
- Define the desired documents: booking sheet, release transaction, timestamp, reason code, transfer field, and booking photograph if needed.
- State a precise date range for an interval request and ask for electronic copies when preferred.
- Ask the custodian to confirm any fee before payment. No current official Fulton booking-photo or copy fee was verified.
- Keep the written response, including any cited exemption or statement that the record is unavailable.
The county’s general open-records page describes a form or written request and lists a five-business-day response route for Judge-Executive records. The separately elected Jailer may use a different custodian. Confirm whether the county form applies. Kentucky’s Open Records Act, KRS 61.870 through 61.884, provides the broad public-record framework subject to exemptions and agency-specific law.
Kentucky DOC uses its own open-records process. The research states that DOC charges ten cents per released page and, under KRS 197.025, responds within five days excluding weekends and legal holidays by permitting inspection, denying with a reason, reporting unavailability, or giving an expected availability date. Fulton Release Access Changes
Roster display is not the same as record retention. Kentucky retention law and authorized schedules control how long agencies keep records, but no exact Fulton release-sheet or booking-photo schedule was verified. A vendor can remove a former inmate from public view while the agency retains the transaction. A record can also be lawfully destroyed under a schedule.
Sealed, juvenile, confidential, and expunged records may be unavailable to an ordinary public request. Fulton Property Bond Release Proof
The Fulton County Clerk property-bond route requires party information, a property address or legal description, and a certified copy of the bond and schedule of real estate from the Circuit Clerk. Recording proves that property was pledged as security. It does not prove that FCDC completed physical release.
Confirm three separate acts: the court’s bond authority, the Clerk’s property recording when applicable, and FCDC’s custody exit. Their dates and times can differ. A person may also face another hold even after one bond is approved.

Identity matters. Prefer the local booking number, DOC/PID, federal register number, or court case number. When only a name is known, check aliases and compare dates, conviction county, facility, and case details. A photograph is a secondary aid and never enough to resolve two same-name records.
Fulton State Release Lookup
Kentucky Online Offender Lookup, or KOOL, is the state corrections search. It accepts names and aliases, DOC and PID numbers, offender type, supervision status, location, county of supervision, demographics, offense and conviction fields, institution or supervision dates, escape or abscond dates, and a Projected Release Date range. Open the detail and match identity rather than relying on the result row.

DOC states that KOOL data are updated daily and warns that entries newer than 120 days may not be finalized. A Fulton bond release may never create a useful KOOL record. By contrast, a state offender held at FCDC can appear in both county and state systems.

Why Fulton Searches Cross Systems
The August 14, 2025 DOC snapshot reported 415 people for 449 jail beds at FCDC. It classified 296 as Class D inmates, 80 as controlled intake, ten as parole violators, and none as federal inmates. This is a dated population composition, not an annual release count.
The state overlap explains why a Fulton County search often moves into KOOL and DOC Daily Releases. A county-branded building can house people whose legal custodian and release trail are state corrections. Always ask whether FCDC released the person to the community or transferred the person into another state setting.
Fulton Release Alerts and Status
Kentucky VINE covers participating county jails, adult correctional facilities, and other state-identified systems. FCDC publishes the VINE number, 1-800-511-1670, on its official homepage. Search Kentucky VINELink by partial name or jail/DOC identifier. One person can have both a local-jail and a DOC record, so examine both.
The Kentucky Attorney General says a not-in-custody result gives the date released, while a current result gives the facility address and phone. “Transfer” means movement to another custodian. It does not mean release from all custody. Registering for alerts can add phone or electronic notice, but a VINE event should still be checked against FCDC, DOC, or the court.

Resolve Fulton Release Conflicts
Two official results may describe different moments rather than contradict each other. “Not on the Fulton roster” with “Active Inmate” in KOOL can mark a transfer into state custody. “Released” in VINE with “Parole” in KOOL can describe release from confinement followed by community supervision. A Parole Board recommendation beside a current institution location may mean that release processing, a proposed date, a condition, or a detainer remains unresolved.
Preserve each system’s label and date. A court order date, FCDC physical release time, DOC good-time date, Board proposed release date, VINE event date, and supervision begin date answer different questions. For a building-exit question, the facility transaction is strongest. For legal authority, use the signed court or Board action. DOC controls its sentence calculation, while Probation & Parole controls current supervision. If those custodians still disagree, record both results and request the underlying documents instead of choosing one.
Fulton Court Release Orders
The Fulton Circuit Court Clerk is the starting point for local Circuit, Family, and District case records. Ask for the docket sheet and the specific document: bond order, dismissal, judgment, sentence, probation order, custody-credit order, revocation order, or final disposition. Fulton’s listed District Criminal calendar falls on the first and third Tuesday. Circuit Criminal is listed for the second and fourth Thursday. Schedules can change, but the split can help identify which file contains the act behind a roster disappearance. The clerk can also advise whether an older file remains local, moved to a records facility, or was destroyed under schedule.

Fulton Release Supervision Trail
The Kentucky Parole Board decides parole. The KY DOC Division of Probation & Parole supervises people in the community. KOOL may display Parole, Probation, Mandatory Reentry Supervision, supervision dates, and district location. “Absconded” means an alleged supervision problem, not successful discharge.
Fulton County is assigned to District 1 in the Western Region. The state office list supplies a District 1 number of 270-575-7235, though its September 2024 date means the contact should be checked before travel. The Region 1 reentry page names Candace Harper for Fulton and Christian county jails and Dara Tinsley for Fulton-area Probation & Parole reentry. Those contacts can route transition questions but do not certify a release.
After a Fulton Jail Release
A documented April 2026 14 News report followed one FCDC release to a ride to a Madisonville bus stop, an intended Louisville halfway-house destination, and a later absconder warrant after the person did not arrive. This single case is not evidence of a routine FCDC transportation policy.
It does show why four facts must remain separate: leaving the jail, transportation, arrival at a planned destination, and compliance with supervision. A release sheet can confirm the first. Travel and arrival require their own evidence. Probation & Parole controls the supervision status.
Fulton Jail Capacity Records Differ
The FCDC homepage describes a 525-bed facility for men and women. The August 2025 DOC weekly report lists 449 total jail beds. Both are official figures, but they differ in date and may differ in scope or classification. No reviewed source explains the variance.
Preserve the source and date whenever capacity appears. Neither number should be used to infer release volume, crowding on another date, or a reason a named person left custody. Capacity context helps explain the facility, not an individual event.

Fulton Federal and Immigration Releases
The BOP Inmate Locator searches by federal number or by name with identity fields. “Released” or “Not in BOP Custody” means the person left BOP control. It does not rule out local, state, immigration, or federal supervised-release control. The federal docket and U.S. Probation record supply legal context.
ICE’s Online Detainee Locator is a current detention tool, not a verified historical release ledger. A missing result needs case-specific confirmation with ICE, counsel, the receiving authority, or the immigration proceeding. No public USMS historical release locator was verified.
